The Mission of the Bakersfield Homeless Center is to provide support and resources to families and individuals in crisis while helping them to achieve their highest level of self-sufficiency. As the only family homeless center in Kern Countyís 8,200 square miles, BHC goes beyond sheltering, feeding and clothing the homeless. Once Basic Needs (shelter, food, clothing) are provided to ensure client stabilization, BHC delivers a wide range of  Supportive Services designed to help clients achieve self-sufficiency and a successful return to permanent housing. Supportive Services include: case management and counseling to understand the causes of homelessness and develop an active plan to regain self-sufficient living; welfare and social services referrals; licensed childcare; transportation; basic medical/dental care; job development, search and placement; housing search and placement, including move-in, rent, and utilities assistance; and aftercare services following housing placement, to gauge progress and help prevent future instances of homelessness.

Summary of Impact

· BHC was chosen by the City of Bakersfield as the sole provider of HUD-funded Homelessness Prevention and Rapid Re-Housing (HPRP) services in Bakersfield (Sept. 2009), and of Rapid Re-Housing services in unincorporated areas by the County of Kern (April 2010). Contracts total $2.4 million, and assistance is intended to prevent homelessness among those at risk, and to rapidly re-house those made homeless in the current economic recession. Through mid-Oct. 2010, BHC had provided 120 households with HPRP services, including move-in deposits, rental and utilities assistance, and case management leading toward financial literacy and stability.   · BHCís Kitchen worked diligently to procure in-kind donations from generous donors such as Fresh & Easy Supermarkets, Target, Costco and others, to reduce its food expenses while feeding 4% more clients.   · Among 106 previously homeless families who were placed in housing and enrolled in BHCís Aftercare Program, NONE has returned to BHC for shelter. This is a perfect success rate that surpasses even FY 2008-09's impressive 96% success rate, which in turn was 8 percentage points better than the previous yearís. Success is achieved when clients fulfill their Case Management plan goals and receive solid support that includes housing vouchers and other forms of assistance in order to remain in housing.     · Redesign the agencyís marketing planómailings, newsletter, website, social mediaóin order to respond to the changing needs of younger, tech-savvy donors who prefer to donate online, by texting, etc.   · Improve delivery of housing placement and assistance services to today's "new homeless": those losing their housing due to prohibitive adjustable-rate mortgages, job loss, reduced work hours, credit card debt, etc.   · Work with community partners United Way of Kern County and Community Action Partnership of Kern to develop a local 10-Year Plan to End Chronic Hunger.
