North County Serenity House provides effective alcohol and other drug dependency treatment and support for women in San Diego County who want to overcome their addictions, thereby helping them begin the process of recovery, create healthy relationships, and strive for economic stability.
About 9% of San Diego County's population -- over a quarter million persons -- already has a clinical substance use disorder. The annual cost of cleaning up the wreckage caused by substance abuse and addiction in our region, including criminal justice and health care, is staggering. Federal, State and Local governments in the San Diego area spend about $1,580 per county resident annually in this effort. According to estimates by the National Center on Addiction and Substance Abuse (CASA) at Columbia University, that fiscal burden will represent more than 18% of state-level budgets nationwide by 2012. In times of economic and fiscal crisis, this is unsustainable. Effective, evidence-based treatment programs like those found at North County Serenity House are essential to reversing this untenable fiscal burden on limited government resources. CASA research has established that every dollar spent on quality treatment can deliver a return of $12 or more in reduced drug- and alcohol-related crime and criminal justice and health care costs. Although the treatment services that NCSH provides will realize a significant cost avoidance benefit to the taxpayer, NCSH more importantly helps to restore lives, renew families, and revitalize communities. In FY 2009/10, 519 women received services through NCSH’s alcohol and drug treatment programs and 113 families received child development services. For FY2011/12, NCSH has five strategic priorities: 1. Women with addictions will begin the process of recovery 2. Women will take responsibility for their own sustained wellness and that of their minor children 3. Women will acquire appropriate employment skills along with a sense of responsibility and self-confidence 4. NCSH will develop appropriate infrastructure, fundraising and management systems to meet future client needs 5. The people of San Diego will gain a better understanding of the problems associated with substance abuse
