These children have been removed from their parents because they have been abused, abandoned, or neglected. Children in foster care change families, schools and communities with appalling frequency. Vital records are often lost or misplaced. Education is almost always delayed and disrupted. Children in the child welfare system with special education needs or learning differences often go unnoticed due to a lack of continuity in the classroom and stability at home. Currently, we are engaged in a three-year pilot project with the Office of the Child’s Representative to offer a multidisciplinary approach to the legal representation of abused and neglected children. This innovative model for providing “best interest legal representation” for children in dependency and neglect cases is designed to be replicated all over Colorado, changing the face of the child welfare system in this state.
